Responsibilities

The Purchasing Department at SLAC has an opening for a Subcontract Administrator, to conduct procurement activities for a wide variety of complex subcontracts, purchase orders/subcontracts for procurements. This position will be responsible for preparing and negotiating high level purchase orders/subcontracts ranging in value from $10,000 to multi-million dollars and will also make decisions and develop recommended courses of action under conditions of uncertainty. The position will be responsible to soliciting, negotiating, awarding and administering various large dollar value subcontracts and procurements. Monitor supplier performance for cost, schedule, and technical compliance. Reviews subcontractor pre-award submittal documentation for accuracy and completeness, maintains appropriate subcontract file documentation, processes field and change orders, issues subcontract modifications, and prepares documentation for subcontract closeout. Also, monitors technical and financial reports for cost, schedule, and technical compliance. Makes decisions and develops recommended course of action often under conditions of uncertainty and demanding timeframes. Use of various solicitations and award techniques, such as low price, best value, or negotiated contracts. Contract types will include fixed price and possibly cost reimbursable. The selected individual will interact with various SLAC requestors, suppliers, senior level SLAC program management personnel, educational institutions, the U.S. Department of Energy, and other Government agencies to resolve contractual issues. This position will report to the Procurement Operations Manager. Assist the requesting organization in developing Statements of Work, identifying sources and in performing overall procurement acquisition planning for the project by developing needs analysis and forecasting for programmatic procurements. The selected individual will review requisitions for completeness, select appropriate subcontract form, identify prospective bidders, participate in vendor surveys (if required), and prepare and issue solicitations; Solicit and evaluate quotations and proposals, coordinate final vendor selection, negotiate applicable terms and conditions, negotiate price and delivery terms, award subcontracts within their assigned signature authority or prepare subcontract for signature by appropriate signature level; Administer subcontracts from award through close-out, including the development and maintenance of file documentation, vendor performance, issuance of change orders, negotiation of subcontract modifications, review and approval of invoices for payment, and review of documentation for subcontract close-out; Monitor supplier performance for cost, schedule, and technical compliance; interpreting technical specifications and drawings when required, and actively participating in discussions of technical requirements with vendors and SLAC program scientists and engineers; Assist in the development of statements of work as required; Work independently without supervision under tight deadlines following established procedures and policies; Make difficult decisions on complex problems and develop recommended courses of action under conditions of uncertainty, assessing the risks and determining the impact on operations programs, departments; Perform vendor visits, when required, to validate financial capabilities; Review requisitions for possible award to small, small-disadvantaged, and women-owned businesses in accordance with socio-economic objectives. Supervise the development, implementation, and maintenance of various vendors on-line ordering and direct connect (e-Procurement) systems for the department. This position has the possibility of converting to a regular on going position. Will hire 4 Subcontract Administrators at this level.

Required Skills

Required: BS/BA degree in Business Administration or related field and extensive experience performing the above listed job duties; Demonstrated experience in working with various methods of contract types such as Firm Fixed Price, Cost Reimbursement, Time and Materials, Personal Services Agreements and Basic Ordering Agreements; Experience negotiating and administering contracts with unusual and/or complex terms and conditions; Experience applying cost and price analysis techniques to determine best value. Experience in soliciting and evaluating quotations and proposals, coordinating final vendor selection negotiating applicable terms and conditions, negotiating price and delivery terms, awarding subcontracts; Ability to understand and adhere to SLAC Purchasing Procedures and apply them as appropriate; Demonstrated experience using NT personal computers and associated software such as Microsoft Office; Demonstrated experience using an on-line purchase requisition to purchase order system software such as PeopleSoft, Oracle, or SAP; Demonstrated experience communicating effectively with others and providing excellent customer service. Flexibility to travel and work extended hours when required; Demonstrated ability to work in a team setting while maintaining a heavy workload; Knowledge of a wide variety of theory, practices, methods, programs, and plans including regulatory requirements relating to purchasing and business law; Demonstrated experience in performing cost/price analysis by providing examples of supporting reasonableness of price and preparing documentation of the procurement file; Experience in government audits of contractor proposals and system purchasing reviews; Demonstrated knowledge and experience with the Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR); Demonstrated ability to communicate well both orally and in writing. Demonstrated ability to work to an aggressive but realistic procurement schedule for a large number of items and tasks. Desired: Advanced degree such as an MBA; Knowledge of local market contractors, trades and craftsmen; Additional certifications, such as NCMA and/or relevant certificates.
