Responsibilities
(2 Positions Available) SLAC is seeking a Project Controls Specialist with a strong background in Earned Value Management Systems (EVMS) practices and the requirements of DOE Order 413.3. This person will support all projects at SLAC that require project management under EVMS guidelines including Line Item Construction (LIC) projects, Major Item of Equipment (MIE) projects, Recovery Act (ARRA) Stimulus projects and general infrastructure projects. This person will interface closely with project managers, control account managers, engineers, procurement contract administrators, financial analysts, Department of Energy (DOE) federal project directors and SLAC's Project Management Oversight Group (PMOG).
Duties include (but are not limited to): Develop and maintain resource-loaded schedules. Prepare monthly status reports and advise project managers on critical areas and progress toward milestones. Perform cost, schedule and earned value (EV) analyses to identify and report variances from the baseline plan. Work with control account managers to develop relevant variance explanations with corrective action plans. Review basis of estimate files and other supporting documentation for completeness.
Work will be performed under the general direction of the Project Controls Manager. The Project Controls Specialist will use sound judgment and work independently guided by extensive professional experience. The specialist will be part of a Project Controls team with 6-10 professionals with in the Project Management Office (PMO).
Required Skills
A BA/BS degree in a relevant field of business or engineering or combination of education and experience performing responsibilities similar to those listed above. Significant experience required in project controls (cost and schedule) in construction projects greater than $10 million. Knowledge and experience with capitalization standards, earned-value scheduling and cost management systems and reporting. An in-depth knowledge of project control systems including Primavera and Cobra (or equivalent scheduling and cost processor tools), and Microsoft Project and Microsoft Office applications. Extensive financial analysis and reporting experience with demonstrated ability to advise customers and develop effective solutions. Excellent written and oral communication skills and the ability to work effectively within a cross-functional team with diverse technical backgrounds are required. Must possess excellent organizational skills with attention to detail and have the ability to manage several projects simultaneously. Experience with DOE projects and the management and organizational requirements of DOE 413.3 desired.
