Responsibilities

Oversee all payroll functions including payroll preparation, payroll reconciliation, taxes, accounting reporting, and calculating miscellaneous deductions; Supervise and evaluate payroll staff performance, and conduct periodic departmental meetings; Ensure adherence to proper accounting procedures and controls; maintain payroll related accounts through specified cycles meeting required deadlines; Demonstrate continuous effort to evaluate and improve payroll operations, document and update policies and procedures, and work cooperatively with other departments to provide quality customer service; Ensure timely reporting and payment of the employer's and employees' withholding taxes, W-2¿s, and all other mandated tax adjustments and filing, and miscellaneous withholdings to appropriate agencies; Communicate with representatives of government agencies, financial institutions, retirement systems and bargaining units to exchange information, resolve issues and coordinate activities; Perform complex and detailed reconciliation of payroll-related General Ledger Balance Sheet accounts to the PeopleSoft HR/PR system and make journal entry adjustments as necessary; Prepare ad-hoc custom reports from the PeopleSoft system in response to external and internal requests; Lead effort for application upgrade process in PeopleSoft HR/PR including testing, acceptance, and implementation plans; Work closely with Business IT staff on all system issues, communication priorities, ensure the appropriate application changes are made in a timely manner, and communicated to payroll staff. Responsibilities involve working with the following systems: PeopleSoft Human Resource/Payroll, PeopleSoft General Ledger, Accounts Payable, and SLAC Financial Reporting Systems including Analytical Reporting Facilities (ARF), SLAC Expense Drilldown (SED).

Required Skills

Bachelor's degree with major in accounting or related field, or combination of education and training. At least several years experience performing responsibilities similar to those listed above in a large complex organization setting. Demonstrated ability to perform a broad range of supervisory responsibilities over others. Experience applying laws, policies, and contract provisions pertaining to payroll procedures. Demonstrated strong accounting and analytical skills. Ability to perform payroll-related duties requiring independent judgment and initiative under the stress of strict deadlines. Excellent communication skills both oral and written Demonstrated knowledge and experience with the following: Federal and multiple states¿ income tax regulations, including tax treaties; Expatriate compensation, including hypothetical taxes; Health and Welfare benefits, including Short-Term/Long-Term Disability, FMLA ,Workers Compensation; Principles and practices of supervision and personnel management; Extensive experience in Financial System implementation (PeopleSoft or similar system), and proficiency in MicroSoft Office (Excel, Word, Outlook); Thorough knowledge and understanding of Generally Accepted Accounting Principles (GAAP).
